ACROSS is an Interdenominational Christian and Humanitarian Organization serving South Sudan since 1972 with a mission of ‘’Transforming lives and communities in South Sudan and beyond.’’ ACROSS is looking forward to recruit a qualified South Sudanese to fill the position of Peace Building Officer

GENERAL DESCRIPTION OF THE ROLE:

To support the Peace building and productivity program specifically to facilitate dialogue regarding different topics such as livelihoods (farming methods), healthy relationships among the communities, gender roles and issues regarding gender equity, peace and reconciliation and other relevant topics. The Peace building Officer will support partners including Churches to collect, store and analyse information related to conflict; present this information to decision makers at the organisation management level; and develop and implement responses to prevent violence.

 Note that this position will be field-based; with office time limited to monitoring reports and planning and will require extensive movement within Rumbek and Wulu States. The Peace building Officer is fully responsible for the smooth, cost effective, efficient and timely implementation of Peace Building activities, such as cash and activities forecast and monitoring. Provide support to other projects activities to ensure integration of Conflict-Sensitivity and Peace building.

Key Duties

Programme Implementation Planning:

  • Collaborate with local government officials and other peace and security stakeholders at State and County levels to plan and implement project activities, in particular with the Early Warning and Early Response State Technical Teams, County Peace Response Mechanisms and Community Peace Committees.
  •  Raise awareness and take a lead in training communities, government and civil society partners on the Conflict Early Warning Early Response System for South Sudan.
  •  Build capacity through trainings and mentorship on the collection of conflict relevant data, conflict analysis and the design and implementation of responses to prevent violence.
  •  Provide support to Relief and Rehabilitation Commission (RRC) and Community Peace Committees to ensure that conflict early warning data is collected, entered into the CEWERS database and coded correctly.
  •  Provide support to the Inter-Ministerial Committee on Early Warning and Early Response and their Technical Team and County Peace Response Mechanisms to ensure that analysis of early warning data and initiation of early response is carried out in an effective and timely manner.
  •  Engage in local networks, gathering and sharing relevant information in relation to conflict and protection concerns, issues and trends with relevant actors and advocating for action with appropriate stakeholders with regards to the CEWERS.
  •  Management the development and implementation of RRF proposals at the state level.
  •  Track and monitor project progress against set objectives, timeline and budget.  Alert the CEWERS Project Manager and Peace building/Governance Program Manager of issues related to accomplishment of goals and budget concerns in a timely manner.
  •  Submit monthly financial forecasts, monitor project spending, submit and follow procurement requests and ensure field financial procedures are adhered to for submission of field expenses.
  •  Submit monthly reports; contribute to donor quarterly and end-of-project reports and Peace building & Protection annual reports.  Participate and take a lead in all strategic planning meetings and activities.
  • Attend relevant interagency, sector coordination, and representational meetings as required in coordination with the State Project Manager.   Perform any other task assigned by Supervisor.           

PERSONAL SPECIFICATION:

  • He/she should be able to respond or assist in emergency situations and have very good interpersonal, mediation, negotiation and conflict resolution skills.
  • He/she Staff be able to develop organizational, verbal and written communications skills, interviewing and analyzing situation be able to recommend suitable strategy for solving problems.
  • He/she should be flexible, adaptable and able to work effectively in a range of settings and in a cross-cultural situation and be knowledgeable of the services available in the community.
  • He/she must demonstrate sound judgment particularly in dealing with safety issues and in dealing with beneficiaries of different characters 
  • should have an understanding of multi-sectoral emergency response
  • should have good assessment skills
  • should be able to write success story in relation to the project

Required Qualifications and Experience

  • Maximum degree in social work, community development , Peace and Conflict resolution or related field;
  • A minimum of two years’ work in a relevant field;
  • General understanding of human rights, governance and peace building principles;
  • Refined training and facilitation skills, especially in cross-cultural environments;
  • Proven abilities in managing successful community-based projects;
  • General understanding of project management and monitoring techniques;
  • Proven analytical, problem-solving skills and comfortable working under minimal supervision;
  • Energetic and motivated skills in community mobilization, training, and team-building;
  • Highly organized, efficient, and able to meet key deadlines;
  • Highly developed inter-personal skills/inter-cultural sensitivity;
  • Proficient in typing, MS-Word, Microsoft Excel, and email/internet programs; and
  • Must have excellent oral and written communication skills
  • Excellent ability to monitor on-the-ground activities and integrate beneficiary feedback into programming;
  • Demonstrated ability to facilitate training sessions;
  • Computer literacy, especially in MS Word and Excel;
  • Demonstrated ability to compile high quality written reports;
  • Demonstrated ability to work function in a multi-sector team and collaborate for improved programming (e.g., cooperation with the nutrition team)
  • Demonstrated ability to collaborate across organizations and build relationships with external stakeholders;
  • Able to represent ACROSS at all coordination functions, and other stakeholders in a professional manner;
  • Actively promoting PSEA (Prevention of Sexual Exploitation and Abuse) standard within and among beneficiaries served by ACROSS
  • Excellent community relations skills; and,
  • Excellent spoken and written English language skills.
  •  Knowledge of Arabic will be an added advantage is an added advantage
